About

  • The Regional Transport Office or Regional Transport Authority (RTO / RTA) is the organisation of the Indian government responsible for maintaining a database of drivers and a database of vehicles for various states of India.

  • The RTO issues driving licences,organises collection of vehicle excise duty (also known as road tax and road fund licence) and sells personalised registrations.

  • Along with this, the RTO is also responsible to inspect vehicle's insurance and clear the pollution test.

  • Function of RTO is  To enforce the provisions of the various acts of motor vehicles, central motor vehicle rules and the State motor vehicle rules as laid down by the government from time to time.

  • To ensure that co-ordinated development of road transport through management of permit.

  • To charge and collect tax as per the provisions of the motor vehicle act.

  • All motorised road vehicles in India are tagged with a registration or licence number.

  • The Vehicle registration plate (commonly known as number plate) number is issued by the district-level Regional Transport Office (RTO) of respective states — the main authority on road matters.

  • The number plates are placed in the front and back of the vehicle.

  • By law, all plates are required to be in modern Hindu-Arabic numerals with Latin letters.

  • Private vehicles:

    • Private vehicles, by default, have black lettering on a white background (e.g. TN 06 AP 7844).

    • Vehicles which run purely on electricity have white lettering on a green background (e.g. TN 01 EH 4955)

  • Commercial vehicles:

    • Commercial vehicles such as taxis, buses and trucks, by default, have black lettering on a yellow background (e.g. TN 09 AZ 8902).

    • Vehicles available on rent for self-drive have yellow lettering on a black background (e.g. TN 08 J 9192).

    • Vehicles which run purely on electricity have yellow lettering on a green background (e.g.TN 12 RN 1289)

  • Unsold vehicles belonging to a vehicle manufacturer or a dealer have white lettering on a red background (e.g. HR 26 TC 7174).

  • Sold vehicles awaiting a permanent registration have red lettering on a yellow background (e.g. TN 07 D TR 2020)
